His method, as he described it

• Do not ask the UK MOD for “UFO reports” — you get boilerplate. Ask, in the form of a list by year, for unknown UAS / UAV / UAP.
• A named-agency document beats a no-records letter. That is how the FBI Clinton NPP file came out: Hume appealed with an NRC paper that named the Bureau.
• Internal review → ICO is the UK pressure path. He credits it for the NPAS Lakenheath video (audio still withheld).
• Attach the news clippings. CBP bounced the first El Paso request as insufficiently described.
• Glomar / NCND is not “no records.” Hume later wished he had taken the MOD–AARO Glomar to ICO just to force “records exist but withheld.”

What is not in this index

No requester email, postal address, or phone. He published the name RG Hume himself; he also said the only things he stripped from posted FOIA pages were email and address, so those stay out. A Navy diver identified via NPRC is listed only as unnamed — the family asked that the name not be used. Source excerpts quote his public posts, not private correspondence.
