File
USSOUTHCOM FOIA — Peru 1997 window
US Southern Command · 1997 / requested 2022
No responsive records (NORAD not included)
Request
SOUTHCOM records covering the Peru / Laser Strike window. Hume later said the request used a very narrow date window, and that SOUTHCOM holdings would not include NORAD (which cannot be FOIA'd).
Outcome
No responsive records. Hume called the narrow window a mistake in his own request.
Negative SOUTHCOM hit — a documented gap, not a proof of absence. NORAD is unreachable by FOIA.
