Clinton Nuclear Power Plant UAVs, 2018

FBI denied, then released after an NRC appeal

Clinton, IllinoisCalifornia plant (likely Diablo Canyon)

Hume forced the FBI to reverse a no-records claim by quoting an NRC document that named the Bureau as investigator. The file — witness statements, an IDNR launch-site map with nobody there, multi-night lights, dismissed operators, a fully redacted lead, and a closed-but-unresolved NRC status — also points at a second 2017/18 California plant incident.

Findings

Each line is tagged as a FOIA outcome, something someone told Hume, open literature, a leak, or Hume's own reading. Do not treat the last as a document.

  1. 01FOIA outcome

Classic FOIA lesson: a named-agency document beats a no-records letter.

  2. 02FOIA outcome

Objects: nights of 1 hovering ~1 hour; later 3–5; then ~5 at higher altitude so only lights visible. No photos in the file.

  3. 03FOIA outcome

Air Police late; National Guard Doppler nothing significant; IDNR believed launch site empty.

  4. 04FOIA outcome

Two possible operators (robotics firm; 'some guy') dismissed; another suggestion fully redacted; closing line that named group/individuals do not warrant investigation — also redacted.

  5. 05FOIA outcome

NRC case closed, unresolved. Hume still hunting the original NRC folder and the California plant (Diablo Canyon guess).

  6. 06Hume's reading

Timeline: all before the 2019 Navy UAP videos.

FBI file that they originally denied any records of but after I appealed with NRC document naming the FBI as investigators they released.
