Hume's model: UFO recoveries are run as nuclear-emergency problems. 1996 doctrine names 'high technology devices'; NEST (Gordon-Hagerty era) plus 52nd EOD and 28th EOD Airborne provide the team; DOE SRT (Wackenhut, EG&G, Bechtel) has arrest authority. Unnamed black-camo, no-name-tag men at crash sites may be contractor SRT, not JSOC. Same pattern alleged at Peru 1997 and Needles (DOE, possibly Army S-64).

Maybe these men in black camo, no name tags … are not JSOC but are contract SWAT/Security teams for DOE taken from contractors like Wackenhut, EG&G. Basically like NNSA SRT.
