Manual assigns US Army and DOE to respond to high-technology devices. Hume maps this onto NEST + 52nd EOD / 28th EOD Airborne and treats UFOs as broken-arrow problems.

AEC Commissioner, 1962–1973
Hume interviewed the commissioner's grandson. The family account: Ramey sat on a top-secret AEC program investigating landed UFOs so the USSR would not gain a nuclear advantage. The team found nothing credible and, per the grandson, also fanned UFO rumours as cover for prohibited weapons work.
