DIA FOIA — FVEY Foreign Materiel Program (mapped to AATIP)
Defense Intelligence Agency · 2023 / appeal 2023–26
Closed as AATIP; appeal on the mapping
Request
2023 FOIA to DIA for FVEY FMP. Hume did not mention UAP or AATIP. He believed it related to DIA FMP.
Outcome
DIA closed it saying all AATIP documents had been released. Hume asked whether FVEY FMP was a program related to AATIP; they treated it as such. They then stopped answering how they 'researched' that link and told him to appeal, which he did. Contrast: MOD NCND'd the same FMP question.
The US counterpart to the MOD FMP Glomar — DIA volunteered an AATIP overlay Hume never asked for.
Names on this file
RG Hume
Independent FOIA researcher
UK researcher who files FOI/FOIA against MOD, DSTL, AARO, NNSA, DOE, FBI, CIA-adjacent holdings, EPA, CBP and police. Publishes as @rgh_ufos. Has said his name is on requests, has appeared in BBC and Mail Online, and was cited by Jesse Michels for the NNSA Starfish Prime response.
Larry McGuire
Letter writer — leaked FVEY FMP / UFO letter
His leaked letter discussing FVEY Foreign Materiel Program and UFOs is, per Hume, how FMP entered public UFO discourse. Hume then FOIA'd MOD and DIA on FVEY FMP.
David Grusch
UAP whistleblower
On Rogan, said CIA gave 1950s UFO pieces to LMSSC — Hume's proposed destination for the missing Lundahl fragment. Also described FMA/FME under DoD FMP as off-books umbrellas and said crash-retrieval files sit at NASIC.

In 2023 I submitted a foia to DIA for FVEY FMP. They closed it saying all documents on AATIP had been released, as I believed it was related to DIA FMP & had never mentioned UAP or AATIP.

MOD would NCND if records exist but DIA said it was UFO related to AATIP (in appeal)
