NASIC FMP/FME, the Ballroom and FVEY crash retrieval
Grusch's off-books umbrella, McGuire's letter, Turner's opposition
Hume's institutional map: crash-retrieval files live at NASIC (formerly FTD) under Foreign Materiel Program / Exploitation, possibly in an archive called the Ballroom, covering Moon Dust and Zodiac. The leaked Larry McGuire letter tied FVEY FMP to UFOs. An 8-page DoD FMP doc mentions OUSDAT. Hume FOIA'd MOD and DIA; MOD withheld. He thinks Mike Turner opposed UAPDA because the files cannot be separated from Russian/Iranian/Chinese drone and missile CR/RE.
Findings
Each line is tagged as a FOIA outcome, something someone told Hume, open literature, a leak, or Hume's own reading. Do not treat the last as a document.
- 01Open literature
Grusch: FMA/FME under FMP as off-books; files at NASIC.
- 02Hume's reading
Hume: Moon Dust + Zodiac belong in that same stack at WPAFB.
- 03Leaked
McGuire letter is how FVEY FMP entered UFO Twitter; Hume then FOIA'd MOD and DIA.
- 04Hume's reading
Speculation on Bolivia and Kecksburg analyses sitting at NASIC; locals saying 'the gringos took it' = Wright-Patterson.
- 05Hume's reading
Sullivan and Jonathan Grey placed at NASIC; FS7 p.367 as Grey's only Vallée mention, possible materials witness.
- 06Hume's reading
FTD 'avalanche destroyed the archive' is, for Hume, not credible.
Files
DoD Foreign Materiel Program (FMP / FMA / FME) — 8-page doc
MOD would not release FVEY FMP UFO-related material. Hume's analytic claim: crash-retrieval files sit under NASIC FMP/FME at Wright-Patterson, possibly in the 'Ballroom', covering Moon Dust and Zodiac.
Open record
MOD FOI — FVEY Foreign Materiel Program and UFOs
Neither confirm nor deny. Hume notes MOD only mentioned US–UK relations, then appended the standard UFO section-16 advice even though the word UFO was never in the request — they clearly knew what FMP meant in this context.
Open record
Larry McGuire letter — FVEY FMP & UFOs
Became the citation Hume and others use when asking DIA, MOD and NASIC about crash retrieval under FMP.
Open record
DIA FOIA — FVEY Foreign Materiel Program (mapped to AATIP)
DIA closed it saying all AATIP documents had been released. Hume asked whether FVEY FMP was a program related to AATIP; they treated it as such. They then stopped answering how they 'researched' that link and told him to appeal, which he did. Contrast: MOD NCND'd the same FMP question.

Names
Arthur C. Lundahl
Founding director, CIA NPIC
Told Jacques Vallée in 1989 that he possessed a fragment shot off a UFO during the 1952 Washington, D.C. flap and that IBM analysed it. AARO later looked for the piece for its historic report and could not locate it. Hume argues CIA then passed 1950s fragments to LMSSC, which is why AARO came up empty.
David Grusch
UAP whistleblower
On Rogan, said CIA gave 1950s UFO pieces to LMSSC — Hume's proposed destination for the missing Lundahl fragment. Also described FMA/FME under DoD FMP as off-books umbrellas and said crash-retrieval files sit at NASIC.
Larry McGuire
Letter writer — leaked FVEY FMP / UFO letter
His leaked letter discussing FVEY Foreign Materiel Program and UFOs is, per Hume, how FMP entered public UFO discourse. Hume then FOIA'd MOD and DIA on FVEY FMP.
Rep. Mike Turner
US Representative
Hume's speculation: Turner was told NASIC FMP/FME files could not be separated from Russian/Iranian/Chinese drone and missile crash-retrieval/reverse-engineering programs, which is why he opposed the UAP Disclosure Act.
Jonathan Grey
NASIC (per Hume / Forbidden Science 7)
Hume notes p.367 of Forbidden Science 7 is the only Vallée mention of Grey and suggests he may be a first-hand materials witness. Grey and Sullivan both placed at NASIC.
Sullivan (NASIC)
NASIC
Named with Grey as a NASIC officer in Hume's FMP/Bolivia-Kecksburg comments. Hume does not believe a claimed avalanche destroyed FTD holdings.
Tom DeLonge
To The Stars
Hume notes DeLonge mentioned Starfish Prime and that McCasland briefed him on Nazi flying saucers from Argentina — material Hume thinks may overlap NASIC folklore Vallée was unimpressed by.
Gen. Neil McCasland
USAF / AFRL
Source, per Hume, of the Nazi-saucer-from-Argentina briefing DeLonge received; Hume links that to NASIC/FTD lore.
Dr. Pete Worden
Former USAF / NASA Ames director
Told Hume he introduced Tom DeLonge to Gen. Neil McCasland, and that he (Worden) is a skeptic. Hume posted Worden's explanation of why the introduction happened after McCasland's wife confirmed he was a DeLonge source.

Think it's fair to say the UFOs CR files are under NASIC FMP/E at WPAFB (maybe in the archive known as the Ballroom). Moondust & Zodiac etc
