NASA–Brazil agreements and the Varginha paperwork claim

A FOIA that tested Leir's story — and did not back it

Roger Leir claimed he saw a Brazil–NASA agreement on space debris/material while investigating Varginha. Hume asked NASA for agreements active in 1995–96. The released list, he says, has nothing close. Separately he tried three times to get former administrator Dan Goldin on the record and was ignored.

Findings

Each line is tagged as a FOIA outcome, something someone told Hume, open literature, a leak, or Hume's own reading. Do not treat the last as a document.

    NASA produced an agreement list for 1995/96. Hume: nothing matching Leir's claimed debris/material pact.

    Goldin: three outreach attempts, no reply. Hume's view that Goldin is the last NASA admin with NHI knowledge is labelled as opinion.
