NASA agreements with Brazil active in 1995/96, testing Roger Leir's claim that he saw paperwork of a Brazil–NASA deal on space debris/material during Varginha inquiries.
Outcome
NASA released a list. Hume: nothing in it is even close to the agreement Leir described.

Hume tried three times to get Goldin on the record about UFOs / possible NHI knowledge and received no reply. Hume's opinion: probably the last NASA administrator with knowledge of the subject.

NASA released a list of agreement to me via FOIA active in 1995/6. Unfortunately there is nothing in the list even close to that agreement
