The 1978 NSA report cited by serial number in Matthew Brown's Immaculate Constellation report. Hume FOIA'd the serial.
Outcome
A year later NSA would not confirm or deny the document's existence. They omitted the subject line; Hume had to match it by date. He appealed and lost. He notes the same item appears in Oke's 1985 notes, which is why he is confident it exists.
A named serial + Glomar + lost appeal. Hume's exhibit for 'the document is real and still inside.'

In Matthew Brown's IC report it mentions a 1978 NSA report. I foia'd the serial number & a year later the NSA will "not confirm or deny" the existence of this document.

FYI I did appeal this response but lost. As it also appears in Okes notes 85 it almost certainly exists
