Every NSA intel request NCND'd; a named serial still Glomar'd on appeal
Hume's NSA file is a wall: in 2023 the agency told him all UFO intelligence requests would be neither-confirm-nor-deny, including 1960s–70s material. He FOIA'd the 1978 serial cited in Matthew Brown's Immaculate Constellation report; NSA Glomar'd it (no subject line), he appealed and lost. A DTG follow-up from ATP/Oke notes was rejected as too broad twice. Clapper-as-DNI allegedly asked Mike Rogers to review NSA UFO holdings; Hume emailed both men, no replies.

A year later NSA would not confirm or deny the document's existence. They omitted the subject line; Hume had to match it by date. He appealed and lost. He notes the same item appears in Oke's 1985 notes, which is why he is confident it exists.

His Immaculate Constellation report cites a 1978 NSA document by serial number. Hume FOIA'd that serial; NSA would not confirm or deny the document's existence, omitted the subject line, and the appeal lost. Hume notes the same item appears in Oke's 1985 notes.
James Clapper
Former Director of National Intelligence
Per a podcast Hume cites with former NSA director Mike Rogers, Clapper as DNI asked Rogers to review NSA UFO holdings. Hume emailed Clapper for clarification and got no reply. He also tracks Clapper's 2015–16 window (pre-NYT 2017) and a claim that Clapper brought Elizondo to the Pentagon in 2008.

In Matthew Brown's IC report it mentions a 1978 NSA report. I foia'd the serial number & a year later the NSA will "not confirm or deny" the existence of this document.
