Classified nuclear-test records that a subject-matter expert must clear
Hume's signature US FOIA. DOE/NNSA holds classified files on Starfish Prime and UFOs that cannot be released without a subject-matter expert with jurisdiction. Jesse Michels later cited the response. NNSA/DOE acknowledged responsive classified Starfish Prime + UFO records and referred them to an SME — they did not issue a no-records letter.

Hume believes the Atomic Energy Act 1954 is the legal lock on these files, which is why he FOIA'd inventories rather than posing questions.

Zavattaro (EG&G), who measured Starfish EMP from an aircraft, told Hume he knew of no UFOs on Dominic/Fishbowl and ignored a question about O'Donnell's Roswell claim.

Hume notes multiple UFO sightings submitted to Project Blue Book during Dominic that appear in deck logs — which Zavattaro was unaware of.

DOE/NNSA acknowledged classified files on Starfish Prime & UFOs that need a subject-matter expert with jurisdiction before any release. After 2–3 status chases Hume concluded release is unlikely. Army said USAS American Mariner tracking records, if they exist, would be at NARA.

Spoke of a Navy diver in the Dominic 1962 context. Hume and Cruickshank identified the man via NPRC; family asked the name not be used. Hume previously wondered if it was Carl Brashear (it was not; Brashear died of natural causes).

Hume initially thought Whitecrow's Gitmo master diver who died in an electrical accident might be Brashear; Brashear's death was natural causes. Listed here because Hume published the correction.
